This makes a good point. Resetting cooldowns at "release to start" (i.e. not being raised), and activating said measure only in Raid and Trial duties would be good. Of course, to me it'd be fine to have it in Dungeons as well. PvP... Probably not. Don't really play it myself, but I can imagine it could lead to balance issues. But since they're clearly capable of having a different skillset (and LB system) in PvP, I'm pretty sure they'd be able to have a different "release to start" mechanic in there as well.
