Exactly this.I agree all these possible "abuse" scenarios are completely absurd. There is no reason in trying to justify NOT having cooldowns reset.
There doesn't need to be any stipulation, any trash added, shortcuts removed, etc. I mean come on. Really? Let me pop Raging Strikes, you run in and die, release, take the shortcut and run all the back, get rebuffed, and I can still get actual use out of RS? Yeah, ok. Love to see this. Please give it a shot and let me know how that turns out.
Cooldowns need to reset when the party wipes in raid instances. Period. No ifs, ands or buts. During prog in a 2 hour raid, you'll spend 30-40 minutes just standing there. This is unacceptable!
Over half the fights fade to black when you wipe anyway. Those that don't have long areas you have to run down that will take more than 20 seconds to get back into.
And besides, buffs get wiped when you die. So you should just link the reset to your character's death in raid instances, don't you think? That way no one can just be waiting outside a lockout for a reset...seems obvious.
...How could you fail to see the Mod response and the 10-or-so people quoting said Mod response? Admittedly, the default number of posts per page is tiny (I have it set to max, so for me it's just last page it happened, but on the other hand, this thread is just three pages for me...), but come on!

That was a fail on my part. I read the first 3 pages of posts and decided to post myself and didn't notice that there was a Mod response prior to me posting. Thanks for posting Zhexos response by the way. I originally did not see it, like I mentioned, but noticed it yesterday when checking on this thread to read any new posts. I took the time to read posts on prior pages that I didn't originally read, and saw that response and thought to myself, "Oops. I missed that, but glad to see that a Mod did respond regarding the issue."
Here's to hoping that the dev team understand the frustration waiting on cool downs is causing, that they are sympathetic to our cause, and that they code the game to reset cool downs, in instanced content, after a full party wipe.
#2 would actually be a pretty legitimate annoyance on any fight with early dps checks (A3S was pretty bad, and Fausts). As it is, with many fights while undergeared a single early death is enough to trigger a "let's wipe and start over." Sometimes you should just work with what you have instead of waiting until everyone gets the perfect opener, but a wipe 1-2 minutes in shouldn't mean you have to sit around waiting for Battle Voice or Hallowed. But, never trust DF players to act civil when it comes to things like this.
Short cooldown on the cooldown reset (hah) is plenty. If the fight was longer than 2 minutes everything resets, otherwise everything with cooldowns longer than 2 minutes is cut down to 2 minutes.
Lets be real. The real reason they wont fix this isn't because of the fear of "abuse". The real reason is $$$. The more we wait for CDs, the longer progression takes. The longer progression takes, the more we will all play the game in order to complete the current raid tier. The more we play the game, the more monthly fees they collect. Its all for the all mighty dollar. Fear of abuse is just an excuse.

if it exists for the start of the next tier, you can start in the middle or end now so ..... progression is shorter now (no need to redo first few phases to get to where ur wiping)
The selection ist just to queue up with people that ara also similar far in the fight. You don't jump directly to that phase. This was clearly said and written in fat red letters in the patchnotes.
