I think it will just change that in future the games have an option in the configs to choose between PS4 mode or PS4.5 mode.

the NEO is very real, and coming later this year, and what you said is about all it really will do, it's not going to massively jump games to a "next gen" or anything like that, it's very, very small upgrades, as I said in my larger post, most likely to backend the PSVR that's coming.
It'll be an option, or the game data will automatically select when the game is loaded/installed, I'd prefer an automatic select, myself.
I suppose what I should have said is there were never hardware changes that required the game developers to separate the two consoles by making two versions of the same game for each old and upgraded versions.

An opinion article at GameZone agrees with Morzy, that a new version when the capabilities of the original haven't been maxed out yet is bad timing:

Though it has some valid points, I'm not entirely sure if I agree. All consoles have had multiple newer models come out throughout their lifespans. It may come down to being mainly a marketing issue. Hype Neo too much and it ends up making the regular PS4s look bad. Don't hype it enough, and people are left wondering why bother with the new one. This is essentially just a new model PS4, not all that different from the many times that PS1, 2, or 3 came out with newer models with slightly upgraded hardware. But this time, Sony seems to be hyping the new one more, by upgrading its platform name to "4.5". That might put it into the "too much hype" category where it makes their current product look bad. But that's marketing having that effect, more than the product itself.
It's a lot different that the older modles, compared to the upgraed versions with PS1/PS2PS3. It might not seem like much but it may as well be a different console and considering it's .5 and it requires more from game developers than the PS4, I'd say it is a different console. fat PS3 and PS3 slim are sitll PS3, but this PS4.5 isn't PS4.0.Though it has some valid points, I'm not entirely sure if I agree. what does this have to do with FF14 tho, ps4 or ps4.5, FF14 will play the exact same way on both consoles, content wise. i dont much care about higher FPS or better resolution than what i already have now so.dont affect me
It seems kind of analogous to offering directx 11 support for PC (which got added to FFXIV a while back, I think when the HW expansion came out or around then). Not every PC can support it, but many can. Not every PC player cares about it, but some do. It doesn't change the content of the game, but might make the graphics run a bit better for those who use it.
Similarly, the Neo won't change the content on consoles, and not all console users will have it (or care about it) but some will get it and appreciate the improved resolution.
The biggest difference is that the Neo will be new whereas directx 11 had been around quite a while. (But then again, it's quite likely that FFXIV won't directly support 4.5 until after it too has been around a while. It's not like every PS4 game is going to have a 4.5 version. It's possible for developers to optimize their software for the new platform, and give out a 4.5 specific version, but not required. The Neo will still play 4.0 games, as it still is essentially a PS4.)

And they would do it mostly with a patch, not with a new disc just for the 4.5 version.
I see the PS4.5 only as relevant if you have a 4k TV or if you want to play with the PlayStation VR
