My prediction
Kill 200 mobs in Sea of Clouds to apply +1 Accuracy
Kill 200 mobs in Coerthas Western Highlands to apply +1 Skill Speed
Kill 200 mobs in Dravanian Forelands to apply +1 Spell Speed
Kill 200 mobs in Churning Mists to apply +1 Piety
Kill 200 mobs in Dravanian Hinterlands to apply +1 Determination
Kill 200 mobs in Azys La to apply +1 Crit
Maximum 150 per stat, 275 total - meaning you need to kill 55,000 open world mobs to apply your stats. This is, of course, after the grind to move your weapon from 230 to the next stage.
My prediction is that it's going to involve the new treasure dungeons. They're running out of old content to revitalize, so some parts are definitely going to need participation in new content as well.
Another prediction is that it's going to require going through the Level 50 EX trials, all of them at least once.
They haven't started to touch the level 60 roulettes yet, which is the 'bulk' of outdated content. They may also wish to revitalize WoD, Diadem, and they also have Library they have yet to touch (For some reason wasn't included in the original Relic quest. Not only that, but even the current expert will be instant-invalidated next major patch, which is likely to introduce 2 more new dungeons (Sadly not 3 because... Reasons.)


Just a clarification here. Diadem was necesary for the 210 Anima, because you need material only availiable there (Well, not much activity here now). Frequently, we have used Tomestones, but it's usually a Tomestone + X, never just tomestone. For example,
(Well, there was a step before all this that had us doing a few dungeons that I forgot to mention <.<*)
Step 1 was Crystals and Fates.
Step 2 was Tomestones, Alexander, and Beast Dailies.
Step 3 was Towers revitalized + Tomestones.
"Tomestones" is never revitalizing old content, and is not considered as such. They will likely handle it like they did with books, where eventually, they will see us re-entering it.

AND ON A SEPERATE, EDIT-IN NOTE:
The original relic didn't touch Amdpaor Keep (HM), Wanderer's Palace (HM) or Keeper of the Lake (HM) ifd I recall correctly? So they'll likely pull that going forward, too.

Amdapor Keep (HM) and Wanderer's Palace (HM) are already in step 2 of the Anima questline, where you have to visit all the dungeons from Brayflox (hard) until The Vault
Keeper of the Lake (HM) is not ingame yet

If it is Diadem, then I want the relic upgrade to unlock instantly, but for it to only be unlocked in Diadem.
After that give us the ridiculous long quest. The final reward this patch can be that the upgraded weapon can now be used outside of diadem.
