I've been in dungeons where we have had multiple "Noobs" in the party and nobody really complains about it. We just get happy knowing we get a bonus tomes from these new players.

I honestly preferred when we only got this message on outdated content like pre-Heavensward. I mean I got my Shiva EX clear in a farm and no message revealed before I got the achievement that I never had gotten a clear before.
Also I was fair enough to only join when really being sure about the fight.
On the other hand many people let me in with bonus when I explained stuff (some others rather raged but oh well) and so do I... either way always depends on the person you run into.

Want to join the Eorzean Derp? Use recruitment code M482YUK on Mogstation for a free Friendship Circlet which gives bonus XP up to level 25 ^^
how do you know i am instantly a noob ?
For all you know , i am someone who does world first progress and the character i am playing is an alt doing this content for the first time on this toon .
I have to admit, the thought of someone having a tramp stamp reading "NOOB" is hilarious to me.
You know what a tramp stamp is, right? xD
Erm. Okay, I guess you don't. xDtramp stamp on my forehead
The alternative is to let people looking for carries abuse the good faith of people trying to put together farm parties.(a player has not completed this dungeon/raid before you will recieve a bonus, feel free to figure out who it is, and abuse the living shit out of him before any combat has taken place),
If you're trying to join farming parties then yes of course they are going to want prior experience. I would think that 10 years of tanking experience on WoW would teach you that someone in a pivotal role (like tank, for example) that goes in not knowing the content is going to be extremely detrimental to the group's chances of clearing. If you want to learn content and you don't see any learning parties up for it, there's absolutely nothing stopping you from going into Party Finder yourself and making one. Those of us that already know the content weren't magically gifted the knowledge of how to clear it when it was implemented. Most of us went in there and worked our butts off to learn it. Many times if you put up a learning/clear party, veteran players will join to help you out with the clear. Just make sure that you're doing a Normal party setup, especially for EX primals; everyone wants a shot at the bird so Lootmaster is a no-no that will see your party sit there empty for hours.i mean seriously anytime i try to do current content i either get - Were looking for experienced players or You must have killed the boss already, and im just sitting here playing afk simulator raiding idyllshire all day every day thinking how the actual F am i supposed to get that experience with this
Some people are willing to take that risk but you better believe your performance will be closely scrutinized, especially if you're going to be claiming you do world first progression. Mess up basic mechanics and you'll catch a boot to the ass real fast.

Player
When I see the bonus I have never thought "Oh great, this is going to be a pain" or something.
I've always though "Aw yeah, bonus tomestones I love you, new guy!"
And if they have any questions, I tend to go into slightly more detail then I do if someone who's not new, but needs a refresher.

I do not know about others, but I've only ever received positive reactions when I enter a dungeon with the "first time bonus" message. Usually people will be happy and excited for the bonuses.
And, come on, this is the internet. You can take a little bit of noob berating...happens to everyone, but what's important is that you overcome it and prove that you can do it! That makes it all the more sweet in the end!

I'm sure the original intent of adding the message and bonus was to encourage people to teach players who are new to content though it doesn't explain who is new and often they are scared to admit it in case they are kicked so it makes helping more difficult. The main problem really is farming parties which are intended to be groups of experienced players working together for mutual goals (unless you are a greedy jerk who pretends they have to go when you get what you want), These groups often get new players joining which makes things more difficult because you need to teach them before you can even finish a run and since it doesn't name who is new it's hard to tell how many new players you have to teach until you see the train wreck unfold.
It's not intended as a bad thing but when people try to leech off others they should know. Bonus wise I feel like they should offer better bonuses as incentives to help new players learn things. Maybe a random special drop being possible for clearing an instance with a new player where the chance increases based on the number of new players that got a clear. Something that says "Maybe it's worth taking the time to teach these people" and sometimes that can be rewarding on it's own but it's time consuming and sometimes it's like people don't want to learn. You have two types of players. One who just needs to help and instruction and can follow instructions clearly. They make mistakes but once they understand the mistake they will learn from it and often they already understand some of the fight anyway and just never cleared it. The other doesn't seem capable of learning and carries on doing the exact same things.

I have never been harassed/put down/heard complaints/discriminated against for being new to content. On my first account or this one. And for me, I'm always positive about it because I love the Bonus.
I honestly don't know why this post is being upvoted. No one should be expected to do a "learning" party. If it was implemented into the actual game that you can't do said content through duty finder until you have made and cleared it with a party with someone who has cleared it then I would understand this, but it is not and will never be a thing. So long as everything is readily and easily available through the Duty Finder everyone should expect that every time they go to do content there is the chance there will be some one new to said content.

The reason you see a warning isnt to harm you, but to help you. Rememeber that unlike what the Playerbase asks from you, the game never tells you to go on Youtube and watch a guide of the fight. SE assumes that the player enters the fight with no knowledge and to help this player, they gave them the newcomer message. The message will encourage veterern partymembers to explain the strategy of this dungeon and in return the veteren get bonus tomes when they complete the dungeon.
Its supposed to help you and your partymembers, but sadly like all good things, they get twisted. Now the newcomer warning is a sign for veteren players to leave the dungeon, without giving a the newcomer a chance. Afcourse if you use PF, you need to follow the rules that the leader has placed, if the leader does not want a newcomer, then move along.

Because that person is talking primarily about Party Finder, not Duty Finder. I got the impression that OP was as well. It seems to me like OP is trying to join parties for things like Sephirot EX to progress in gearing up but with the age of the content most of them are farms. If you are new to a fight, you do not join a farm and expect them to get you your clear. You're doing a disservice to the other 7 people in the party that way. My advice to OP is to make their own learning party if they'd like to learn the current content.
I don't ever mind seeing the "new player" message in Duty Finder cause relics eat tomes like they're going out of style.
