Coz healer deeps > all. Makes you do the dungeon in a shorter time. It's also why it's important to use your defense cooldown throughout the dungeon and not only on bosses. Use them as they pop, it'll give your healer the time to drop offensive dots and even refresh them before going onto you.
You don't need defensive cooldowns on dungeon bosses - i mean it. You'll only have to use a cd rotation when u'll get in raid or extrême primodials.
I rarely see PLD using HG in dungeon which I think is shame.

My static tank has a saying of "if my healer had time to dps I can pull more" so I've learned how to get the most dps out while keeping him alive. So when a tank I don't know small pulls in comparison I just cleric and nuke
Pretty much this.It basically boils down to, "I know what I'm doing."
For a little more in depth answer, you basically get the general idea of your tank's stamina in the first few pulls. Once you figure that out you pretty much know when you need to put out green numbers, especially in content that you're running for the nth time. Really tank hp dipping low may look perilous and reckless, but 99/100 it's super controlled and calculated with no one being in any real danger.
At least it's not like Pokemon where some abilities are based of how much HP you have, right? Thinking about it, now... that'd be pretty tricky to heal.

Before I even think about DPSing as a WHM, I usually look at how the tank is tanking the dungeon and if they use CDs during large pulls.
If the tank is pulling small, then i will put out all of my regen spells and switch to Cleric Stance.
If the tank is pulling large amounts of mobs, I will put out all regen healing spells, switch to DPS stance and Holy spam, final Swiftcast Aero III until 50% - 40% HP.
I don't like just standing there doing nothing as a WHM myself.
A few months ago, I was playing DRK, gong through Pharos Sirius HM and encountered this WHM.... I was still gearing up, he was really geared, all Eso stuff, I had still mostly i185 stuff...anyway I go in, pull, pop my cooldowns and noticed he played extremely aggressive. Like my HP would dip to about 15% before he stopped dpsing to pop heals on me. At first I freaked out but after the third- fourth pull, I understood. With a Machinist and a Dragoon, it turned out to be my fastest run of PS ever.
Still one of my all time favorite healers. Popping your defensive cooldowns as a tank goes to show healers a larger window to DPS, and improves run times by quite a bit. (Also dodging AOE'. Omg please Dodge those!)
I think a fun follow-up question is "how many times has a tank died because of healer DPSing?" I think I have a few tallies on that one from a long time ago.
