That's actually where your problem is. Most comments about DPSing as healer come from a SCHs perspective. WHM can do it too, but exponentially more dependent on the party members being decent or better at avoiding/mitigating damage (standing out of the bad, tank cd's, etc).
The other thing is just how the roll of the die works when it comes to matchmaking. Some folks just get the bottom of the barrel, others get the creme of the crop. SCH can manage with a larger margin of those players, whereas WHM isn't as fortunate on the fulltime DPS opportunities.
Edit: Also keep in mind that the comments are on Expert dungeons as SCH (mostly). Outside of the lowest level dungeons, healing in leveling ones are usually hectic. Healing Aurum Vale, for example, is still a nightmare given the type of party members one would usually get. I've had a couple beautiful AV runs from time to time before, but far more terrible ones that couldn't get past the first room.

I always DPS while healing, it's incredibly boring to sit there and wait for people's HP to dorp, especially as WHM where I feel so OP as far as my healing potency, like why do I even need tetra unless I LET your HP drop.I have been noticing that more and more healers are letting the tank stay at lower and lower HP so they can DPS. 50% is fine. Most dungeons don't have attacks that can kill a half life tank. 20% and less is what I'm seeing more of.
My question is why? I want to hear the points of view so I can understand.
(Note: that very rare times I'm watching the tank die, very rare)
As for 20%, you do realize 20% is like 6k HP, right? I wouldn't let someones HP drop low so I can DPS more unless I was confident they still wouldn't die and there are many factors to this.
Hell, sometimes I pop "Divine Seal + Swiftcast + Medica II + Regen + Asylum + Presence of Mind + Cleric Stance + Holy" Until the mob dies and if they don't die by the time I'm done the spells I used before DPSing will keep the tank alive until they end.
I DPS until I need to heal again. Sometimes it's at 8k HP, sometimes 3k, it depends on the encounter and how long it will take me to actually cast a spell. Most of the tim though I go risky cus I can almost always rely on Tetra being up, and the goal is to always avoid using Bene unless it truly is a emergency.

Because I have skills (Benediction, Essential Dignity, Lustrate) that can bring the tank's HP back to more than half. And because, I know what I'm doing in that current situation. The tank just needs to trust me and don't do anything suicidal like pulling even more monsters while I'm still dpsing. I usually run dungeons with my friends so I always let them know whether to "pull all" (every mob till the boss entrance/blockade) or "1 bunch".
As a healer, I have a 60% HP rule on every member, before I start DPSing, but I have noticed (I have been leveling all my Tanks the past few weeks) a big number of healers and 95% of them were SCH who always DPSed and healed in Cleric Stance. For me this isnt a issue, since if I am not dead, the Healer is doing something right. But having my HP at a very low level, means I wont be confident enough to pull large numbers or take risks to clear a pack of mobs fast.
I think the reason why SCH is DPSing so much is, because unlike the other classes, you can DPS and let the pet heal. I did this often on my SCH aswell and it works, but a mistake + partymembers with low HP = in a wipe.
Well i always like to gauge how resilient my tank is before actually healing them. Lets me know how long i can leave them be without getting worried. There's always Benediction/Lustrate/Essential Dignity/Tetragrammaton. No need to fret.
There's also the notorious accidental toggle of cleric stance, in which i gotta wait 5 seconds to heal you. That's 7 seconds before you actually get the heal if any of the instants are on CD. That time period can get you pretty close to the edge.
Also, sometimes i just zone out and get distracted, then i look at the health bars and think "i should probably do something about that"
