...I have been playing on Cerberus for a year now and that has not been my experience at all. O_oOn my Cerberus alt, I'm up to 7/9 of my roulettes or leveling dungeons the past week being:
* An in-progress with no tank or healer. Almost immediately I'm the last player. 20 minutes wasted.
* A run where our healer or tank DCs/ragequits and almost immediately I'm the last player. At least 20 minutes wasted.
Well, except when it's AV, of course.
30 minutes is a good penalty. If people have to rush off and leave because of an emergency, but can be back in 30 mins, they don't deserve a punishment of over that. You have the people who leave instantly, it will always happen. If you give a worse punishment for duration, then as someone said, they will literally do nothing and wait to be booted, or disconnect and hope to be booted that way, which in fact they already do, just not to a great extent.
I only ever left/leave one dungeon I ever get in roulette; Aetherochemical. My reason? Because even with people who have done the dungeon, it can take way over 30 minutes, and it is the most boring dungeon to plague the game. It's alright the first time you go through it, far worse than AV second time onwards. If there is a new player, sure, I'll help out, but if not, sorry, but no amount of punishment is going to make me stay in that, even if I have a 3 hour punishment. They should of put that in a different roulette.

I honestly wouldn't know. To this day I think I've gotten it once, if that.
edit: Only I think expecting a longer time than usual in anticipation for wipes is something I can understand, if he's even saying 12 mins for this reason, I really don't know.

30 minutes is actually fine.
No reason I should have to take a 3 hr hit when I enter expert roulette and the healer tells me to heal while they go smoke (I was on smn) and afk's while the tank pulls (I didn't cast a single heal btw). They thought it was all funny and wanted to wait for him to come back I asked if they were an fc, they said yes, I dropped pt. And it's not the first time and certainly will not be the last. I could roll with people for dailies as well, true. But then what is the point of even having df?
I shouldn't be penalized any more than I am because of fc groups trolling roulettes.
Not in the past 5 I have been in lol.
Tank keeps the adds far away from boss and all dps focus on adds, someone shoots first dk too early, no one gets tethers when I'm sitting on the other dk waiting. No one, besides myself, even uses regular cannons so when I am at the dk they are not being used. I call for people to get tethers, say there is a free cannon, ask the tank to bring adds under boss so cannons can take them down as they dmg the boss and all dps to focus on boss, no one pays attn. and wipe wipe wipe with boss winning at 10-20% health, and I eventually just leave. People are so used to facerolling content that actually having a group pay attn. to even basic mechanics is becoming problematic.
All these also had no new player bonus...

While it’s an occasional problem on Aether (I personally heal sprouts through as many of their firsts as possible and help teach them mechanics, so that they don’t have to risk DF rage and vote abandons), I never saw anything this bad until I went to Chaos datacenter. I’ve stopped queuing there unless I can bring my own healer and/or tank so that if the DF one bolts we can force a wait to replenish ranks.
