This happened to me too when I ran Neverreap back in 3.0 or 3.1. The tank and healer both dropped after reaching the third area with the geysers. Even had this post in the bug reports but it was dismissed as not having enough information. Glad to see this is still happening!

Is the party leader not able to manually invite them? They're physically there, so can be targeted to do this, at least.
