I'm in agreement with Lyrica. I have absolutely no idea what you're attempting to say with your comment:

a raid fight is 3 mins to 10 mins depending on dps, HpS and how often mechs are done correctly fey wind is only a 3% boost in attack speed in a raid its between 9%-30% increase of attack speed it may seems a lot but it is really not I only use Selence if I am solo healing in a 4-man dungeon or my raid group wants the buff but if not I am using Eos just to help my co-healer Off-time and main-time when doing stuff

I would recommend you re-word your sentence or explain your theorycraft as your context and/or logic is absolutely atrocious at this time.

it was a rough estimate with no math doing I did got it correctly please someone know how to read and do math before u get into somthing

That must be one souped up Selene that's capable of delivering 3% attack speed multiplied by the duration of the duty. So by that logic, if a duty lasts 33.3 minutes, you're at -100% attack speed

The 3% speed increase is not additive each time you use it.

It is 3% for 30s @ 60s CD. So on CD it is a 1.5% increase in speed.
