Eos is a wonderful fairy, but we aren't comparing their healing abilities. Eos wins hands down. We are saying that Selene brings damage or healing increases (Flat GCD increase every 33 gcds) to everyone and overall benefits the party more, because even Lyrica's "perfect world for the sake of being as fair to Eos as possible" 4 GCDs is still less than what Selene can bring in that time. (8.75+GCDs bwteen Party + Selene + Pets)3 things that Eos brings on the table. Selene brings just one single buff that could increase the output a little bit in some very rare situations.
Increasing spell speed is IMHO more a last option if nothing else is left. For example presence of mind. Except for stoneskin double prey in T10, I've always used this buff for DPS and never for healing.

It was changed when hw came out, when they buffed dot damage with ss. They probably didn't want whm and sch to double dip with pom and fey wind.
a raid fight is 3 mins to 10 mins depending on dps, HpS and how often mechs are done correctly fey wind is only a 3% boost in attack speed in a raid its between 9%-30% increase of attack speed it may seems a lot but it is really not I only use Selence if I am solo healing in a 4-man dungeon or my raid group wants the buff but if not I am using Eos just to help my co-healer Off-time and main-time when doing stuff

increase doesn't mean increase also I said duration of the fight buddy
