Does anyone know how rating is calculated as of yet?

Do you always gain the same amount for wins and lose the same amount for losses?

Where is this documented officially!?

based on your Rating points in the pvp menu. this is why people with more wins or higher % are not always on top.

I know its based on the rating points in the pvp menu, but I'm trying to figure out exactly how many rating points you get per win and lose so I can determine how much I need to play.

Its roughly +25/-15 for equal footing ranks, I haven't hit gold yet so idk how it works for gold-diamond, the easiest way is to assume 2 losses is the same amount of points as 1 win, but there is not official statement besides:
"when in a lower tier, a player’s PvP rating will increase by a larger amount when they win a match, and decrease by a smaller amount when they lose a match."

EDIT: here is another passage via 3.26 notes:
To increase promotions from lower to higher tiers, the decrease in PvP rating upon losing a match has been reduced for bronze and silver.
