There are a lot of factors into what makes people perceive a server is empty, and one that was brought up to me is where you spend your time most. If you hang out where it's busy regularly, the server isn't going to seem empty to you. If you prefer to wander the wilderness and pick flowers... yeah, it's probably going to feel empty because I can't remember a time ever where a non-city map was busy (except Mor Dhona but that's like, half and half) simply because there are no market boards, summoning bells, or anything like that out in the wilderness. If you spend more time where you know people are concentrated, you're going to eventually stop perceiving the server as empty, because really the populations are just lumped into certain areas, instead of all spread out.
It was similar to how we had someone in our RP community commenting about how dead Siren is, and we all kind of laughed about it because while we're not Balmung sized, people actively play, and it turns out the player in question just chose to spend all of their time around/in their house so that affected their perception since, generally in housing wards, you rarely interact with others.
Diabolos has been a little quieter these days. We're nearing the last third of patch 3.2, so that's really about normal, I think. Throw in Dark Souls 3, the impending end-of-semester for much of the game's active college-attending playerbase, and it's not too surprising that there'd be a bit of a downturn.
Things are still pretty active, though, and far more so than they were during 3.0/3.1.

I'm on Mateus, the smallest server and last nigh at around 1:00 AM we had enough people to kill Svara...so there was a Coerthas farm party. If you're lonely come to Mateus! We still have open housing slots too xD But it never feels dead to me![]()
On Ragnarok its full, I did alot of FATES the past week and the server log in has a queue after 5 PM.
Odin has a login queue regularly and you can see huge crowds of people when hunting or in Idyllshire/Limsa. Daily quest hubs in HW areas have a few people there at any point in time and some fate groups / pony farms pop up every now and then. Newbs are happily questing away across Eorzea. Queue times are pretty much the same as always. It's not as crowded as it is after a major patch but those times are not the norm anyway, even though it might seem so for someone who regularly unsubs.
Edit. In fact I just logged in a moment ago and there was a queue of 12 people.

Plus there's always a queue when I log in. Though it does feel a little less populated to me, but that might as well be because the people ony my friend list and in my fc don't seem to play too much lately.
I actually hit a queue when logging in on Hyperion Saturday, first time I've hit a queue in awhile. I definitely haven't noticed much lack of activity, but also I'm aware the Hyperion is not one of the smaller servers.

Played around 39 games since friday until today. I can't complain even with 2h-3h of queue.
But yeah, I agree, Feast is a waste of time and the people with I play Frontline hate it aswell.
