besides limsa and idyllshire, towns feels empty. there's hardly any fate parties anymore. dungeon queue takes forever unless youre tank (hell even when imt anking sometimes theres quite a bit of wait time)

Dark Souls 3
Almost everyone I know is playing DS3 right now. Myself included. Major game releases always pull from MMO's for a bit.
Probably the above stated. But also its a down time in between patches, with a quick relic quest for the last one. People will do their thing and move on.
Lol though, I got on my Gilga character yesterday, and Gilga now, is more busy than Jenova has ever been.
Most people will be 60 and there's no reason to go back to ARR zones.
I agree Zones have seemed more empty as of late (even before Dark Souls 3 was out) but I just figured it was ppl wern't on cause I log in at the "slow" times for my server... that & maybe that rumor I herd about some FC on our server (PF was full of hate & spite last 2 days)
I think this happens when every patch starts to die out, plus as others have said, DS3 will pull a large amount of the playerbase away for some time.
I don't think it's that empty, besides the reason for Limsa being more populated is because the Aetheryte and the Market Board are side-by-side, which means one less loading screen. There's always a lot of people that might spend the whole day/play time by their company houses or personal houses with friends. Sometimes the player search shows me more people at Mist/Goblet/LBeds than the cities.
But yeah, Dark Souls 3 is there, also pc version of FF9, alongside with Tree of Savior, Paragon and some other titles.
