Cooldowns Inaccurate

Everytime I use a cooldown. No matter the skill, it is inaccurate by 10 seconds. If it does not have a cooldown higher than 10, it just shows it has no cooldown. Is there any possible fix for this? Any more information I should put? First time posting about a bug.

Steps: I would cast any skill and it would give me a cooldown with 10 seconds shaved off already, but i still cant cast til 10 seconds after the cooldown timer ends
