Not to the extent it would become if this was implemented, though. As I said, I'd be totally fine if they just added new repeatable quests. The completion thing is my main issue with it really. I like a quest to be done once I've completed it.
How is not to the same extent? Estinien is literally a dragon now, it would make zero sense for him to even be in the DRG 50 storyline AND be Nidhogg at the same time. That completely screws the entire timeline of the game up, yet you, I and anyone can go and do these missions if we haven't played DRG and the game runs completely fine. This games timeline doesn't make old quests obsolete after hitting any benchmark, if it did then currently no one who hasn't touched DRG would be allowed to play the class, Alphinaud reverting back to his 2.0 form for the coils also makes no sense because he is stronger in 3.0.

FATE grinding is totally unnecessary for leveling, unless, for some reason, you're in a huge hurry to get the next job leveled. Stick to daily activities: Roulettes and Beast Tribe quests. These are generally low-impact and give ludicrous amounts of exp compared to the time invested. (Particularly Vanu and Gnath quests, once you get them to maximum rank - they've gotta be by far the most time efficient exp in the game!)
I have leveled every job to 60, and only on very, very rare occasions have I resorted to FATE grinding to do it.
It's pretty much the same for quests. The xp/hour ratio is still higher on FATES.
Would it sill be more fun to do repetitive quests ?
