    I think it might be easier to transfer than to create a character there but other than that, I don't know. Last I heard, it's nearly permalocked at this point.

    so transfer will work then. I wasn't sure and didn't want to risk paying for something that would not work.

    I have only transferred a couple times, but it's never gone so far as charging me and then failing. If there is an issue, it will inform you before you make the transaction so no need to worry about that.

    Honestly the Xfer thing mentioned already is the best way. Some have have a little success with waiting just before and right after a maintenance, but it's a crap shoot. Xfer is more reliable but cost real money.
