They nerfed it, however i still don't understand why.
Now secondary stats are based on current class, gear and melds.

EDIT: evasion is constant value now iirc.
I suspect Str and Dex influence on parry was changed due to a misunderstanding of why tanks were stacking Str over Vit. They might have thought that players believed that the mitigation benefits from extra strength were greater than the survivablity benefits granted by extra hp.
