You switch between the filters with L1+ faceplate buttons on right, you can also set separate filters on sheated/unsheated weapon.

Go into your options, somewhere (I forget which tab) there is one that is a check box of things for targeting. Check everything for when your weapon is sheathed and check only, enemies, aggroing enemies for when your weapon is unsheathed. That'll help you a ton. If you're a healer then check party members and non-party members while weapon is unsheathed also.

I take it that's with the L1 + faceplate buttons? You can have up to four settings there, one for each of the four right-hand faceplate buttons, Triangle, Square, X, and O. Any of the four can be individually enabled or disabled and can be configured to include whatever types of targets you want them to. (I'd recommend keeping one of them set to "ALL" though, whatever else you usually use.) It's under Character Configuration, Filters tab.

You can either do one or the other, but they'll interfere with each other if you try to set both. If you want the L1 + faceplate options, then turn off the option for sheathed/unsheathed filters, and vice versa.
