remove the cap so everyone can level up everything
It's likely place in such a way to allow the player to get integrated enough into the game before he/she want's to start dismantling their own gear.
Although, it would be nice if the cap could be lowered to something lower than Lv.30 in any Disciple of Hand. Like lv.25 or Lv.20, by the time that someone has crafted enough stuff, they'll be wishing they could be recycling the resources used to make the product, to make something else.
They want you to have to choose to some extent, so there's a cap. *shrug*
If desynthesis meant anything then there would be a point to the cap, but it's just a way to turn junk gear into mats instead of GC seals. There isn't any real reason for the cap except a vision of what desynth would be more than a year ago.

You be amazed at the riches that can be reaped especially when something like heavensward was handing gear to players like candy and them all swarming the boards with extremely cheap materials that can become more than just "Materials"
