@OP is this a common occurrence or a one time thing? It's a very specific story, which makes it sound like it has happened once (or is at least uncommon). Sounds like a frustrating experience, but you know most of the experiences aren't like that.
That joke is no more or less racist/xenophobic than 3 French guys refusing to speak English with the OP. *shrug*
