The horn shape is exactly the same, the only difference is the placement on primal Bahamut. They're at the side of his head rather than on top. Even the mouths are the same.

The minion and 4 are nothing alike.



And Tiamat is green, it's just the lighting (?) of the prison she's in that makes her look different. Look at her wings and neck:

What you circled isn't a horn, that's a bit of Allagan tech for controlling him.

Horn shape is far from exactly alike. And Bahamut has no beak or feathers.





All this being said though, even Tiamat mentions that the primal was her Bahamut, so we could be looking at something different. The poster is supposed to be the "real" dragons, and we have only seen Bahamut as a primal. However I think 6 and the primal are night and day differences.



Minions don't look like exact replicas most times anyway. Behometh ones look lime pigs after all.
