His horns take that shape in several other FFs too. Though even ignoring the horns, I thought the faces were pretty similar. Don't understand where people are getting 4 = Bahamut from, it looks nothing alike...
4 is Bahamut and 7 is Ratatoskr.

Look screenshoots of Bahamut and remove all the allagan stuff ( gold )
They are really similar. Bahamut doesnt have 3 horns, it has 2. The 3th one is an allagan augumentation or neurolink.
On the 8 dragon picture, the number 4 looks more like a wyrm, it has spikes also if you look closely
On Number 7 is has 4 horns and go same direction as the ones of Nidhoog, it matches the old Ishgardian picture.

Except there is, because 6 is Bahamut. Compare it to the Wind-up Bahamut minion, the image I linked in a few posts up. It shows the horns without the allagan stuff.4 is Bahamut and 7 is Ratatoskr.

We cannot use as reference a minion, their proportions are exagerated.
Dunno if you notice but number 6 looks more like a bird, take a look at the ixal for example.

Yeah, it's the mouth that has me thinking that 6 isn't Bahamut. Too eagle-like. The maw of 4 is closer to Primal!Bahamut.
Also, I don't think 6's horns are as similar to the minion as you think. 6's horns sweep forward and bend back, which Wind-Up Bahamut's don't; they originate in a different place on the head, AND extend backwards in a different shape. Meanwhile, 4's horns both originate from the same spot and simply sweep backwards.
Just like the minion.

But the shape remains the same, which is too similar to the shape of 6's horns.
4 is literally covered in feathers, and 6 only looks like a bird because it's mouth is wide open. If anything, 4 is much more birdlike.
If you take off all the Allagan stuff...Primal Bahamut doesn't look like any of the dragons in the picture.
The scales on his back/neck don't match with 4 at all, and doesn't have those furry, two-pronged horns coming from the sides of his head either. 4's wings also look like they have feathers on them. Don't see any on the Primal at all

Because 4 is an overheard view, a direct comparison is a bit difficult, but if I had to choose which dragon's horns more closely resemble the minion's, it'd be 4. The shape and orientation of 6's is just too different.
4 is covered in spiky, pointy scales. Really not sure how you're getting feathers from that. 6's neck is the one covered in feathers - which, when combined with the beak, is what we mean when we say it's bird-like.
I think those wings actually belong to 6 (that's just a guess; it's really hard to tell exactly whose they are, but the feathers on 6's neck make that seem likely to me). You can clearly identify 4's left wing, and it has no feathers at all.
