'Memory' implies the statue is a memorial etc.
It says "along with the memory of thine [...] wings." To me that doesn't sound so much like a memorial as it does a tribute to something the dragon did.

I'm glad someone else looked into this! I agree with most of your post, though I put Bahamut as 6 since it seems the most similar to the primal version appearance-wise. I think Ratatoskr is 4, because a) the colour is the most similar to that shown in the tapestry (it isn't completely accurate, but neither is Nidhogg - he's definitely blue, but shown as black) b) it suits her horn placement, and
c) Ratatoskr, Hraesvelgr and Nidhogg were named after creatures from Norse mythology, Nidhogg after a great dragon and Hraesvelgr after a giant who take the shape of an eagle, which is reflected in their appearances. Ratatoskr was named after the squirrel who ran up and down the world tree Yggdrasil carrying messages between an unnamed eagle and Nidhogg (also hinted at with the placement of her old nesting grounds in the CM; Tharl Oom Khash lies directly between Zenith and the Aery), which suggests her appearance will likely have been similarly influenced. 4 is the most squirrel-like out of all them, going off the shape of her body and face.
