Exactly right. The level 60 dungeon was the only one that really forced me to stop and actually hunt for some higher item level gear; though, I don't think I had much Ironworks left in my kit at that point except maybe a couple of accessories to swap out and then I was good to go. Either way, I didn't feel particularly pressured in the lower leveled gear. It was all pretty straight forward stuff.
That said ... Another thing to consider is the gear discrepancy between the Tank and the rest of the party. When I first played through HW, everyone was roughly around the same Item level. Nowadays, however, it's very likely that a fresh Tank will run into Dps or Healers who out-gear them by a VERY large margin. That discrepancy could make holding aggro a bit more difficult for a tank who's still in item Ironworks or Dreadwyrm gear. I'd still say that the ironworks will do the job for the majority of the content, but They should definitely be looking for better pieces as they go, or they could end up having enmity troubles when they run into item level 200+ players.
