"This Time's For Fun" not showing up for me-Halatali (Hard)

Trying to unlock all of my level 50 roulette dungeons (have quite a bit to finish, yuck), and the only one I haven't unlocked is Halatali. I know where I'm supposed to pick up the quest (Hugubert in Moh Dhona), but the quest icon doesn't show up over his head. BUT a red locked icon shows up on the map where he's standing. I've looked at a few wikis, and in the comments section someone posted that you have to complete Sunken Temple of Qarn (Hard) first before the Halitali quests unlocks. I had planned on running that one tonight anyways, but is that actually the case? Why wouldn't that be listed as a prerequisite? I have finished The Ultimate Weapon, which is the only listed requirement.

I don't mind digging every once in a while, but it's a bit annoying that it's not spelled out in any way.

I don't see how clearing Sunken Temple of Qarn (Hard) can be mandatory for unlocking Halatali (Hard) since Halatali (Hard) was released in 2.2 and Sunken Temple of Qarn (Hard) in 2.4. However, finishing Halatali (normal) is required. Check that you have indeed done that (I think it is unlocked in Vesper's bay) and that the corresponding quest is completed.

In general, for hard mode dungeon, you need to have finished the 2.0 MSQ (3.0 for lv 60 hard mode) and have finished the normal mode dungeon. The latter requirement is only specified if the normal mode dungeon is not in the MSQ (Halatali, Sunken Temple of Qarn, The Wanderer's Palace, Amdapor Keep for the lv. 50 dungeons).

Halatali normal doesn't even show up for me on the duty finder. Maybe that's the main issue.

That may be it. Halatali normal is not unlocked through the MSQ, but through a separate sidequest. I think that quest starts in Vesper Bay.

Just looked it up. Yep. Guess I'll add that to my to do list as well.
