    What's the story with this guy?

    Anyone who's done hunting logs have run into this guy and his crew camped day and night out in Middle La Noscea. I vaguely remember the story of Summerford Farms and how the stranded pirates there made the best of things and started sustaining themselves from the land instead of from other people, but what about Pigeontoe and his bunch? They don't seem like they got along real well with Summerford's people...

    His crew was apparently among the grounded pirates that didn't find work or accept the admiral's initiative to resettle La Noscea, thus becoming bandits to survive. I don't recall if I ever stumbled across the name of his crew or ship, but it would probably come up during the nearby FATE Hello, Work.

    So why is he the only open-world enemy with a unique name that is not part of a FATE or quest? Rather....inconsistent with everything else.
