If you pick up a dozen beast tribe quests that have between one and three key items each (as the Ixal ones do, for instance), plus have a hunt bill or two or maybe a miscellaneous item from whichever MSQ you're in the middle of, then you most certainly can fill the key items tab.
(I've never actually seen what happens when you run out of room there, since I more typically do 6 of those quests at a time, and then the other 6, and there's room enough that way. Maybe next time I'll try doing all 12 together and see what happens. My guess is that you can't advance the quest, just like if it needed to put something in regular inventory when your inventory was full.)

Ok, I tried it, and it turns out you can actually pick up more key items than there are slots. Normally, there's a "1" button at the top of the window (which I'd thought was a bit redundant, since there normally is only 1):
But then it'll add more as needed. Here's both pages when I had 26 items:
p.s. I still think currencies belong in the currencies window rather than in key items. There may be some tokens that could be appropriate as key items, though.
