Maim and MendI think the discrepancy between pet potency and character potency is the 30% Trait bonus not applying to them. That would put their potency at 77%, which is almost the same as the 80% you were saying. I know Machinist turrets don't get their Trait damage bonus. I think this is the same.
Increases base action damage and HP restoration by x%. Also increases base action damage and HP restoration of your pet by x%.
Increased Action Damage
Increases base action damage and autoturret damage by y%.

All the Enkindles are magic attacks, they all work on the magic damage stat. Ifrit has the magic damage stat, it's just that none of his attacks other than Enkindle use it.
Flaming crush is meant to be weaker than aerial slash because ifrit is meant to be more for single targets. Garuda and ifrit mirror Mage and melee, melee are single target focused while mages are AoE focused. This was a lot clearer cut in 2.0 when ifrit's flaming crush was broken so it had no range and radiant shield only effected himself, the lines got blurred a bit with 3.0 when he got buffed.

Well Garuda's damage modifier is stronger to make up for the lack of auto attack. All her abilities are higher than Ifrit because of this fact. Going back to your original problem though, Garuda may seem weaker as a pet but contagion allows the summoner to spam ruin more thus closing the dps gap. When doing a SSS with both pets, I finish in roughly the same time, maybe a few seconds apart. It is peculiar that both pets work from the same base potency on Enkindle, but Ifrit's other stuff works off about 2/3 the potency Garuda's stuff works off of. I wonder if Enkindle keys off of a magic potency for Ifrit instead of his lower physical potency.
I still think there was some kind of oversight in how they programmed Ifrit's damage. Everything adds up fine for his basic attack, but I find it hard to believe the developers intended for Ifrit's Flaming Crush to be weaker than Garuda's Aerial Slash.

My results have been similar, which has led me onto this search for answers because Ifrit appears ridiculously stronger on paper, even when I make my best effort to account for the benefits of Contagion (buffed DoT potency, saved GCDs, saved MP).Well Garuda's damage modifier is stronger to make up for the lack of auto attack. Yes, according to their tool tips, they are supposed to. However, pet and turret potency are both lower than yours by an amount that happens to be the mathematically the same amount as those buffs. Either the buff doesn't apply like it should or it does but SE tweaked the pet/turret's other stats in such a way that the result is the same.
