With how the game is now, most CC abilities are purely used for their damage (outside of PvP, of course). Additionally, Stuns are usually handled by the Tanks (if the enemy is even vulnerable to it) and we haven't needed to Silence a boss in a while... >A>
That formula was a placeholder I put so I'd remember to make a better one for later but I forgot about it. >w>()Pinwheel: The TP aspect would not scale very well, since damage scales with level/item level but TP does not. At low level the effect would be unnoticeable. In levels higher than 60 the effect would be really powerful. You may want to change the formula for this so that it scales better with level.
A higher chance of dealing Critical Damage.

For the animation, I just imagine the character pointing, a ?! appear above the targets head, and then the character jumping back while throwing a dagger.
I had added Last Breath when I first started laying out skills because I was worried the job wouldn't have enough "normal" oGCD skills. I do agree that it is lackluster.
Originally, Sticky Fingers was going to hold a copy of the previous Throwing Weapon Skill you used but then I thought that would require the game to remember what item you used, which might be tricky.
