Can you please explain the process you went through to achieve this? I'm not being sarcastic. I don't use a PS4 but in the past some errors have been fixed using the "exit & restart" you mention but quite a lot of people didn't know exactly what that means on a PS4. I understand that it's not always as simple as leaving the game or even switching the PS4 off for some reason. Seriously, I'm not being sarcastic!

Well, it turns out I was wrong about the problem going away. I'd initially seen the problem while trying to change the chat log filters, then later (which happened to be after re-starting) I was able to change some other checkbox settings in Character Configuration, and thought that meant the problem was fixed. It actually just meant that the problem seems to be exclusive to only the chat box filters, while other checkboxes elsewhere work fine.

Well, as mentioned, it didn't actually fix this particular problem after all, but since it can sometimes fix problems, I'll go ahead and answer anyway:

Normally, if you just press the PS button on a PS4 to go back to the main PlayStation's home menu, your game continues running in the background. It's no longer being shown, but it isn't closed. But if you hold the PS button down a couple seconds, to get the the menu list that includes "Exit Application" and select that, that's when the game will actually close.

Switching the PS4 completely off will also close everything, but if it's configured to just go into "Rest Mode" instead of powering off, its rest mode does not close applications, just temporarily suspends them. You can go into Power Options and tell it specifically which you want it to do.
