    Make Chocobo racing items sellable back to npc

    Pretty sure everyone who is doing chocobo racing and at Breeding part where you buy Covering Permissions from npc is really running out of space to hold those. Since its all RNG if you get good stats or not, sometimes you just need like 10 of those Covering permissions to gain 1 thats good enough to use for Breeding.

    My suggestion would be that you could sell those back to npc even for like 1/5 or even 1/10 of the MGP it costs. I'm now at like 80+ useless Permissions but too cheap to throw them away.

    I spend 100k mgp trying to get good stats plus abilities, after so many bad permission covers I gave up and went with good stats and ok abilities
