It makes no sense as a business model, so for arguments sake let's assume that's the exception rather than the rule.
But there is a big difference between a credit card and money. They use the cards (I've read it's often info from people who bought gil) and then issue a charge back to prevent the charge from sticking. It costs the game company due to the constant charge backs, and though they blacklist those cards, RMT just sells the info and uses another.
