I've recently had a long and frustrating conversation with GMs over trying to get an item restored, directly due to how the tooltip on this is worded/abilities named.
The tooltip currently reads: "Grants a Whistle stack of 11. One Whistle used for each step that material condition is Good or Excellent. Increases the effectiveness of certain crafting actions when the stack size is a multiple of three. Finishing Touches is used when stack size reaches 0 and effect wears off.
Finishing Touches Efficiency: 200%
Finishing Touches Success Rate: 50%"

I also found the skill has caused a lot of aggravation, which probably led to the tooltip being changed. Unfortunately it's now even less clear, despite containing more detail on Finishing Touches.
Every other Touch ability increases quality. Every ability to increase progress has Synthesis in the name, other than Nymeia's Wheel. It is counter-intuitive that Finishing Touches increases progress and not quality, and this significant difference caused a loss the first time I saw Finishing Touches succeed, as I ended up with a useless NQ item that used difficult to obtain HQ ingredients.
At least with the original wording I would have expected a progress increase, and could have chosen whether or not to use Whistle from a more accurate perspective.
Incidentally, I was not able to have the synthesis reversed by the gms, and would appreciate tickets 5944876 and 5946132 being relooked at as this error is, in my opinion, entirely down to the wording used for the skill.
