If the Need and Greed buttons were available, but didn't react, then it was most likely a bug/glitch. If he wasn't allowed to roll by the system for some reason (like already having the mount), those buttons would have been greyed out

It does allow you to press the buttons. But it'll pop up a warning stating you cannot roll on mounts/minions you've already obtained.

Not going to lie, it sounds like he joined a Loot Master party.

Haven't done that too often, but... in those cases, isn't there some sort of notification regarding "waiting for loot master to distribute loot" or something?

Yeah I felt super guilty even trying to press that Need button on one of the primal mounts. But I had to test!
