Nah it's not a drop. However the current MSQ line will reward you with an upgraded soldiery weapon of your choice around fighting shiva. I don't remember the exact spot however you're boned if you finished that a long time ago.

He is better off just getting the iron works gear. but from a personal preference he just wants the whole soldiery set which I understand but it's not worth the poetics.

Funny enough how they reused the soldiery gear as basic armor you can purchase for gill at around lvl 58 I know for sure that the azys lla merchant sells them.
