Maybe it's different because I came from World of Warcraft, but there's nothing wrong with this?

I mean that's how WoW is and has been for as long as the game has existed. Everything below max level and the current raid is useless, or just something you use to reach the end. Nothing wrong with it and it's perfectly fine.
