What is that stat cap on skill speed for war?
Each item in the game can hold a certain amount of each stat. The amount of SS you can put on an individual item is based on the ilvl of the item—the higher the ilvl the more stats it can hold.
If that doesn't answer your question, did you mean how much SS can a WAR possibly stack at current ilvls with current loot available? Or maybe how much SS should a level 60 WAR be using?
How much SS should a lvl 60 have
For a good opener rotation you need to be able to fit in 9 gcds inside berserk duration, from my experience it takes at least around 520 spd on dummies, but I prefer at least 570-600 to give me some window for delays due to the boss moving a bit, or failed double weave between gcds, and of course it depends on your connection.

i think around 700 is an ideal amount for warrior if you're talking about skill speed
because when i reach that amount i was able to add 1 more fracture attack at the end of my burst rotation after i'm done doing fell cleave
and when i'm doing the triple fell cleave burst rotation i am now fast enough to add one more butcher block attack at the end of the rotation(when i'm at 600 it ends with me not being able to do another butcher block attack)
The 9 GCD Berserk opener depends largely on latency. Anything over 600 is good, though I'm sitting at 554 and still hit it just fine. Thankfully you can stack as much SS as you want, since WAR has infinite TP, so if you do happen to overshoot you'll still be gaining the benefit in DPS from that extra SS and not having to worry about running dry.
SS is a lot more useful now if you have a BRD buddy that's on top of your pacification cleansing. I'd argue there isn't nearly as much of a cap as there was before with that buff floating around.
The cleanse is never what mattered, maximizing potency under Berserk's effect is what was important. So even if the Pacification is instantly removed by Paen, you still want 9 GCDs under Berserk.
I agree, that is the most important part, but before that 'buff' anything more then the bare minimum was almost completely wasted, since most if not all of the extra time you gained was washed out while sitting in pacification.
540 is the magic number for me as I can fit 9 gcds and not have the last hit cut off mid-animation. Less than that gets iffy and relies heavily on your connection. Also there a varying rotations for the 9 gcd after the opener but as long as you get 3 Fell Cleaves and 1 fracture in you are good, assuming you are ot.
