Yes it is, after you complete 1-80 you get the achievement, just go and pick up the minion from the usual achievement guy next to the waterfall in Gridania.

As for everyone who miss something from an event, it always end in the CS a year after (Edviya princess, Thancred, Minfillia, all the gear) for the same event the following year

Cait Sith (assuming that's the one you're talking about as that was the one OP mentioned) was for pre-ordering ARR in 2013 (both standard and collectors versions).

But the orig ARR sightseeing entries have been reduced to 20 along with the 42(?) HW entries. Neither achievement lists this minion.

That insult is honestly about on-par with labeling it an obsession though, which is probably more accurate with the basis of that desire. Since I've already opened the can of worms in another thread... No! People already have to pay a decent amount of money to obtain these items in the first place. SE shouldn't devalue their own merchandise strategy just because a few players can't go without a couple of minions or costumes.
