

Don't lie because you are unaware of how the system works.
Basically, the items you are speaking about are Aetherial and Uncommon items. Aetherial items, as others have mentioned possess randomized secondary stats, which makes them on occasion better than anything else at that item's level. Uncommon items meanwhile have set secondary stats like Common items and later Rare and Relic items.
Now, you have probably noticed this symbol on some pieces of equipment you have either bought or seen, or even materials you have found in the world:
That lovely little icon represents an item that is High Quality or "HQ" for short. HQ materials are worth more and allow crafters to more easily create HQ equipment and consumables. While HQ equipment has their primary stats (Strength, Dexterity, Vitality, Intelligence, and Mind) maxed out for their level as well as often having one of their secondary stats maxed out for their level. In addition, all items that are Aetherial, are found in dungeons and are not of Common rarity, or that are purchased from select NPCs have their primary stats maxed out as well.
Essentially, if you haven't guessed by now, this means Final Fantasy XIV breaks the mold of MMORPGs in a way, here, rarity and an item's worth aren't equivalent, what really matters is the item's level combined with its quality. So, use what is the strongest for you, and don't be afraid to ditch even Rare or Relic equipment for something better.
