PvP Profile - Weapon Throw enhancement

i am trying to decide if 4 points is worth upgrading this special trait of Enhanced Weapon Throw III : Increases Effect Potency to 40% ?

does that turn the chance to inflict Heavy from 20% to 40%?

or does it give a 40% Potency bonus to the 50 Potency damage is deals?

which if its the case i can't really value a minor damage boost increase, but i would love a higher chance for a heavy to trigger

Just put one point on the recast to reduce it to 60 seconds. II and III arent worth it. Its not on DRG and i doubt it is on nin and mnk either.

What do you mean as a positionnal? I was actually curious about it because it does seem to always inflict heavy when I need it to, but I never actually took the time to pay proper attention. Is it always successful, only if the target is sprinting?

He means the ability will always inflict the heavy regardless of where you use it from i.e behind target, in front of target, target flank.

Usually have recast and the 40% heavier as drg. Since invigorate has next to no use now (in feast anyways) almost been wondering if the time increase was benificial too (had been putting 4 points into Invig's recast ..or w/e the tp skill's name is) and have started using it alot more (even if target's sprint isnt up)
