I skipped protect for months without any issue...and even before, I used it less than Cure.

Similarly, I never picked up Stoneskin in all of the 2.X series (where people actually liked it) and never had an issue. Really the only CDs that you'll see any real use out of are Bloodbath/Mercy Stroke/Foresight but Protect is easy to get and has niche uses so you might as well.

Only if you are doing older content that you out gear. Foresight may scale with ilevel, but the percentage of damage mitigated by the cooldown stays roughly the same when comparing content with appropriate ilevels.

Also yeah, this is true - Foresight is roughly as strong now as it was at the start of 3.0 as long as you're doing current content. The older the content the stronger Foresight becomes. Soloing stuff is actually where Foresight shines the most imo, but there's no real point in not having an extra defensive CD regardless.
