Cross promotions are normally regional. 7-11 in Japan is not run by the same people who run its American branches. That's normal international business practice (like SE in America and SE in Japan). There is one primary branch, but the individual business processes are kept to themselves usually. In other words, what one does with their regional vendors, doesn't automatically mean the same will be accepted across the world.
WoW, for example, had a promotion with Mountain Dew that was only available in the US. For a very long time, that pet and subsequent items for it were exclusive to that contract period and method of obtaining. Eventually, I'm guessing it was no longer valid, so they added it into the game... this was a few years later. One party had to have approached the other in order for these things to happen, meaning that exclusivity is mandatory for the promotion of sales (in FFXIV's case, sales at 7-11). Until a contract is up, they CANNOT legally allow the same sort of thing to be done elsewhere. Breach of contract is never a good thing if you expect to 1) stay in business and 2) avoid jail (in very serious situations).
In other words, this sort of exclusive promotion is neither new nor uncommon, especially in a place like Japan when it comes to video games. The talks that Yoshi-P is referring to is likely with 7-11 in the west or some other means to get it out without causing problems. I don't think they'd go straight to Mog Station with this, as it would then have to exclusive to areas outside of Japan in order for their promotion with 7-11 to be meaningful. Otherwise, why not just buy it straight from the Mog Station instead of bothering with the point system at 7-11? To accompany that, another problem is how distasteful that method would currently be. You don't want to make your promotional partner into a bad guy here.
It would be nice to get those items from Events AND the Mog Station, too.

And would also like to further voice the disgust I'm currently having with this, and sort of the small bit of hypocrisy. I can't find the quote or the possible quote at this time, but I'm pretty sure outside of the Chinese version for FFXIV, that Yoshi had stated at some point he was actually AGAINST region locking in-game items for various reasons.
Are you telling me now, that your stance has changed on this Yoshi? Because I'm not sure I'm ok about this at all... I'm all for them bringing the event to us for the rest of the world in some way please. I'd even accept the mogstation at this point, I mean spending money on drinks/the items, either way you got spend the money to get those items in some fashion...
Well, good thing we already know this promotion won't last for years, what with the stipulation that you have to use your codes before some time in May. The stipulation that they can't legally allow the same sort of thing elsewhere also, I believe, depends on the type of contract they've signed. And since they can limit the codes in this promotion to JP accounts only, making the same items available in other regions and block those from being used/activated on JP accounts should (theoretically) be okay, since they wouldn't be encroaching on the customers served by the promotion offer.
And even should they have entered an agreement where they cannot for legal reasons offer the same items through other means (to players not eligible for the promotion), it doesn't mean they wouldn't be able to announce prior to said contract's expiration date that they will make it available through [means] shortly after that date. Say, for example, that they make an official announcement in April to the point of "[items] will be made available through Mogstation in July". It'd appease players not eligible for the promotion and actually give them something to "please look forward to", while still keeping the items exclusive while the promotion lasts (and a little while after that, too, if I've read things right).
Meh, the amount of butthurt people have because they can't get a virtual vanity item (do we know what it even is?) astounds me.

Honestly I was disappointed as well when I learned the white chocobo was regional only. I don't have a fat chocobo yet, so when I saw it was added in 3.2 I was eagerly waiting news on how to get it. Then my hopes of getting a fat chocobo got crushed. Guess I have to wait another year to get a parade chocobo (at 17k comms).
