At this time, given there's been no other indication to say otherwise, I'm going to say it's a safe bet that you can treat it like their add-on items. To qualify, you just need to have a totaled purchase amount to 19.99 (pre-tax) or more.
In other words, it does not matter quantity wise. You could buy a single $20 item or buy twenty $1 items from the video games department.Your point is excellent, so I'm now twice as excited!
I personally dont see why it's only the video game department. I mean it makes sense i guess, but the 7-11 event didnt involve games they could buy virtually anything to get a code. I mean Japanese 7-11's are great, lucky me has first hand experience, XD, but they never had video games. I'm not sure what i would buy if i wanted it anyway? Unless they have a carbuncle plushy,maybe.
I like helping people with their Job ideas, it's fun to help them visuallize and create the job they'd like to play most. Plus I make my own too, I'll post them eventually.

I'm gonna guess...yes. Most of the "exclusive" things since 2.0 have made it to the cash shop. So far the only think that's not there yet is the dragon quest and ff11 crossover items.
I doubt they'll miss an opportunity to make money, 5-15 bucks for something like this is practically shaking a money tree and AOE auto-loot.
We can't say for sure, yet. Although Canada should still be able to get a code from amazon.com even if amazon.ca isn't included. It'll just be a pain. :x
