They actually have one armor with a Cape on it for Healers.
It has no real cape physics as portion of the cape is glued to your arse as you move and acts more like the bottom of a robe.
If you happen to be Au Ra or Miqo'te your tail clips through the cape as well.

Its not a tail hole either it just kinda clips through it. If you happen to move or the cape moves to the side, portions of your tail will be clipping through it sideways.
