In your Brute Justice scenario, the way I've been handling it since forever is saving Tempered Will for BJ's initial knockback and standing right under him the whole time. That way you can get Circle of Scorn and one Flash or an uncombo'd RoH as soon as he pops out. He sometimes goes after the healer anyways, but it's just for a split second because of that funny enemy lag they get when getting a new aggro target.

What you described did happen to me once, though, when I decided to use Tempered Will on the Super Cyclones and didn't have it ready for BJ. WHM and Ninja died to tank buster because I couldn't keep hate off the WHM without FoF :/

Never again have I used TW on the Cyclones.
