I've found this document very helpful.
Look at the "Meldable Stats" box to the right of Astral Birch Rings. Use Materia that will get you to those stats, what materia you use and what order you meld them in will be based on your own server's economy.
A true paladin... will sheathe his sword.
A cheaper meld option that I used for jewls was
Control IV +4
Control IV +4
Craftsmanship IV +6
CP II +2
CP II +2
You aren't maxing the craftsmanship, but you should be able to make up for it on you secondary tool.
On all other accessories it's
Control IV +4
Control IV +4
Craftsmanship IV +6
CP III +3
CP III +3
Astral Birch Ring CP meldable is incorrect, you can only meld CP4, NOT 5I've found this document very helpful.

As another poster mentioned the document is wrong on at least 1 part.

OP asked for optimal. Thus your scenarios are wrong. Your "all other accessories" doesn't even max CP which is arguably more important.A cheaper meld option that I used for jewls was

OP, optimal rings are:
CP IV, Control IV (x2), Craft IV(III), Craft I(II). The "order" depends on your server's economy, but mostly likely that'll be control, control,CP,craft, craft.
Optimal other accessories.
Craft V, CP IV (x2), Control IV (x2).
Impractical, yes, optimal though.

It's going to vary a little depending on how much the various materia are going for on your server.
The cheapest option if you want to cap all three stats is going to be:
1. Control IV or CP IV (whichever is more expensive)
2. Control IV
3. CP IV or Control IV (whichever is cheaper)
4. Craftsmanship III
5. Craftsmanship II
If you don't care about capping Craftsmanship, you can use a cheaper option, such as:
1. Control IV or CP IV (whichever is more expensive)
2. CP IV or Control IV (whichever is cheaper)
3. Craftsmanship IV
4. Control II
5. Control II
Or, if CP IV is significantly more expensive than Control IV on your server:
1. Control IV
2. Control IV
3. Craftsmanship IV
4. CP II
5. CP II
Or, if you really don't care about Craftsmanship at all, you can do something like:
1. Control III
2. Control III
3. Control II
4. CP II
5. CP II
I think (and this is quick, back of the envelope math, and likely at least a little incorrect) that as long as the difference in cost between IV and III is larger than the difference between II and I, Craftsmanship III, Craftsmanship II should be cheaper than Craftsmanship IV, Craftsmanship I.

The cap for cp is +4 on rings +8 on other accessories. You got me there. Optimal has a broad meaningAs another poster mentioned the document is wrong on at least 1 part.

Our definitions of optimum or most satisfactory are a little different. I value the price it takes. Spending 300k on that third slot at what 16%? Good luck with that. Optimal is not best. It's what is most favorable. To me overspending is not optimal.
This is all irrelevant though since the OP has your max slotted options and other's more economical suggestions.

ˈäptəməl/
adjective
best or most favorable; optimum.
Optimal IS best AND most favorable.
The best ring has all the stats. Period.
