tanks not using cooldowns?

mostly on mobs. On hard hitting mobs I remind them and only some use them afterwards (most I've seen use them and forget). I even got yelled at for asking while trying to do Holy spam. He told me to heal better and proceeded to slow the run down by stopping and waiting awhile before each pull. Is there something i'm missing or? I've nonstop have been getting this on expert and lower level'd dungeons. I get that expert is a joke when it comes to damage, but if you aren't stance dancing then thats somewhat lazy.

I dislike most duty finder tanks. They're not receptive to constructive, politely worded critiques, they don't use good judgement, and their situational awareness is often poor. The solution is to become a tank yourself and never deal with their ilk again. Want to be a big man in your free company? Popular with strangers? Want to get your daily dungeons knocked out of the way at a pace of your choosing? Want to get a group for the most popular content at a speed that'll make you say "wuuuuuut?"
