I don't think they mean they confuse them for female au ra, just that they look feminine in general. While personally I don't agree they look "feminine", they do certainly have pronounced hourglass figures.
Also, I don't get the arse obsession. The old ones didn't even look that different?

You got your answer and the situation has not changed. Even if the mythical PS3 end of service was going to happen at 4.0 the fact still remains MMOs like FF14 are designed to run on toasters and that's why they are very careful about how much memory the client uses.Or at least I do (I don't speak for everyone) ...
Now that we are almost a year into the first expansion would it be possible to finally restore our character lower body shapes, while ..fixing the lower body of the new races as well?

Sadly it wasn't just miqo'te that were effected by this
It seems almost all races were reduced in order for them to meet the costs for ARR Launch, while the new races (at the time) FemRoe, Male Miqo'te, Female Highlander were also given a lower body reduction.
(On a side note I don't think Female Au Ra were as effected by this as the other races)
I've noticed that FF14 does have some cloth physics it's not very advanced. If they were to make the 'butt sliders' it would cause too many issues with the clothing.
The female Midlander, Au ra and Miqo'te use the exact same body model. I'd argue the Elezen are the same but 'stretched'. They have different animations but if you look at them they look the eact same except the have different height sliders and two have tails tacked on, and one scales textures.
