Tooltips must be toggled on login before they show up

Hi, every time I log into the game, before tooltips are shown for anything, minimap icons, action explanation panes in the right corner, pretty much anything that brings up a 'hint' or detail pane when hovered over does not bring up that pane until I toggle the three first items in Character Configuration > UI Settings under help icons.

I don't have the three specific toggles, but the main issue is that these are on when I log in, and I have to toggle them off and then on again before they work. I don't have to even exit and reenter the menu to toggle them on, literally a quick off/on and then apply works to enable all hover tooltips.

This issue has been ongoing since I started playing.
